EPM held two congresses
- The First in February 2004 in Sudan, Khartoum
- The Second in January 2008 in Ethiopia, Addis Ababa
Structure
EPM is a movement that has a political program and road map called Eritrean National Salvation. Eritrean People’s Movement struggles to bring rule of law and constitutional governance in Eritrea thru peaceful means but considering the true nature of the Eritrean regime (PFDJ) it will subscribe itself to all kinds of struggle to bring peace, rule of law and constitutional governance in Eritrea. Members of EPM have their own political constitution whereby every member has equal status. EPM has a Congress, a Council and an Executive body.
Congress
- The highest body of the front is the Congress. The Congress meets every three years. The term of the Congress cannot exceed three years unless the Central Council decides to postpone it due to unforeseen circumstances.
- Delegates to the Congress are represented equally from each branches according to their number. The congress would normally have about 40 to 60 participants.
Central Council (CC)
- The next body in the rank of EPM is the Central Council. The central council elects the executive body comprising Chairman, Administrator and Secretariat, News and information Head, Finance and Economy Head, Foreign Members Head, Political Commissariat and Military Wing. The council deliberates on the plans and reports of the movement every nine months. It consists of 17 and two reserve members.

- The current chairperson of the Executive body is also the chairperson of the Central Council who is Mr Adhanom Gebremariam.

Executive Body
- The Executive Committee is a body that consists of Chairman, Administrator and Secretariat, News and Information Head, Finance Head, Foreign Members Head, Political Commissariat and Military Wing. It is the highest decision-making body in the day-to-day activities of the Movement.
- Ordinary meeting of the Executive body is arranged by the chairperson of executive body.
